Perkuat PRB, BPJS Kesehatan Dan Faskes di Ambon Berkomitmen Tingkatkan Mutu Layanan
TERASMALUKU.COM,-AMBON-Untuk menjalankan fungsi kendali mutu dan biaya, BPJS Kesehatan Cabang Ambon menyelenggarakan monitoring dan evaluasi Program Rujuk Balik (PRB) dalam penyelenggaraan program Jaminan Kesehatan Nasional – Kartu Indonesia Sehat (JKN-KIS), Jumat (4/3/2022).
Kegiatan yang dilaksanakan secara daring ini juga turut mengundang seluruh perwakilan Fasilitas Kesehatan Rujukan Tingkat Tanjut (FKRTL) se-Kota Ambon.
Kepala Bidang Penjaminan Manfaat Rujukan BPJS Kesehatan Cabang Ambon, Andi Muhammad Dahrul Muluk menyampaikan mengenai indikator pasien yang data dikategorikan sebagai pasien PRB sehingga dapat dilakukan perawatan sesuai dengan diagnosanya.
“Mengenai penentuan diagnosa pasien PRB, sebenarnya yang memiliki wewenang adalah dokter penanggung jawab pasien (DPJP) tersebut. Untuk itu, ada tiga hal yang menjadi perhatian sebelum ditentukan pasien tersebut masuk menjadi peserta PRB, yaitu pasien tersebut memang termasuk dalam cakupan diagnosa PRB, selanjutnya kondisi pasien benar-benar telah stabil, dan diberikan obat PRB yang sesuai dengan jenis serta ketentuan dari Formularium Nasional,” ucap Dahrul.
Dalam pemaparannya, Dahrul juga menyampaikan data capaian peserta PRB se-Provinsi Maluku dan berdasarkan data capaian rekrutmen PRB bulan Januari hingga Maret 2022, diagnosa terbanyak untuk PRB adalah diabetes mellitus, sebesar 80%, disusul dengan hipertensi, asma, dan penyakit jantung.
“Saat ini untuk pemberian insulin pada pasien PRB, disyaratkan adanya hasil pemeriksaan HbA1c. Hal ini sesuai dengan restriksi yang dikeluarkan oleh Kementerian Kesehatan, melalui Kepmenkes Ri Nomor HK.01.07/Menkes/6485/2021 tentang Formularium Nasional. Kendala saat ini, masih terdapat rumah sakit yang belum bisa menyediakan pemeriksaan tersebut. Untuk itu kami menawarkan program rujukan parsial, jadi rumah sakit bisa bekerja sama dengan rumah sakit lain. Nantinya pasien bisa dirujuk ke rumah sakit yang sudah memiliki fasilitas layanan pemeriksaan HbA1c,” tambah Dahrul.
Pada kesempatan yang sama, perwakilan dari Rumah Sakit Umum Daerah (RSUD) Haulussy, Stevion Tamtelahitu menyambut baik adanya kegiatan monitoring dan evaluasi yang diadakan oleh BPJS Kesehatan. Dirinya menyebut, kegiatan yang dilaksanakan untuk menyamakan persepsi dan mendukung peningkatan kualitas layanan JKN-KIS melalui penguatan PRB.
“Kami berterima kasih dengan BPJS Kesehatan, dengan diadakannya kegiatan ini dapat menjadi masukan dan solusi atas kendala bagi kami yang bertugas memberikan pelayanan kesehatan kepada peserta JKN-KIS” ujar Stevion. (***)
